State Staff

Our state staff works hard to implement state-wide grant projects, provide support to our statewide Councils and promote the mission of Alabama RC&D.

Katie Conner

Executive Director

Katie Conner is the Executive Director for the Alabama Association of RC&D Councils. She began working for RC&D in 2013 as the Office Manager for the Tombigbee RC&D Council and was hired as the Operations Manager for the Alabama Association of RC&D Councils in 2015. She was promoted to the Executive Director position in the spring of 2022.

Katie is from Trussville, Alabama, and graduated with her Bachelor’s Degree from the University of Alabama in 2012. It was there that she completed her degree in Communication with a concentration in Media Production and a minor in General Business. She went on to receive her Undergraduate Certificate in Accountancy in 2017, and her Master’s Degree in Accountancy in 2020 from Auburn University.

Katie serves on the board for Your Town Alabama.

Katie and her husband Caleb live in Montgomery with their son and two sweet dogs. She loves spending time with friends and family and finding outlets for creativity.

Clara Romine

Grants Director

Clara Romine is the Grants Director for AARCDC. Clara started as an assistant with RC&D in the fall of 2016 during her senior year at Huntingdon College. Upon graduating in 2017 from Huntingdon with Bachelor’s in Communications Studies she was offered a full-time position and grew within the organization from there. While at Huntingdon she met her husband, Lake Romine. Clara and Lake live in Wetumpka, Alabama with their two sons and dogs.

Clara loves working for RC&D and enjoys being able to help so many different people. She is inspired by all the wonderful things happening across the great state of Alabama. 

Chloe Meadows

Communications Specialist

Chloe Meadows is the Communications Specialist for AARCDC. Chloe is from Troy, Alabama, and graduated from Troy University with a bachelor’s degree in Communications.

She joined AARCDC with a background in communications and marketing and has a passion for storytelling, outreach, and connecting communities across the state. Chloe enjoys using her skills to highlight the impactful work of RC&D councils, partners, and grantees throughout Alabama. She loves working for RC&D and values being part of an organization that supports rural development and collaboration.

Outside of work, Chloe enjoys spending time with family, attending church, and exploring new places. She is inspired by the people and projects that strengthen Alabama’s communities every day.

Jasmine Grier

Office Manager

Jasmine Grier is the Office Manager for Alabama RC&D. She is a Holtville, Alabama native with a diverse professional background and a strong passion for serving her community.

She brings a variety of experiences to her role and enjoys using her skills to support meaningful work across the state.

Outside of work, Jasmine enjoys spending time with family and friends, traveling, and volunteering. She is inspired by opportunities to give back and make a positive impact in her community.
